1. Submit: advertiser sends the campaign for review. 2. Review: Admin checks the advertisement, target and dates. 3. Free Approval: Admin can approve without payment when appropriate. 4. Payment Required: Admin can request payment instead. 5. Payment: advertiser pays through the secure gateway when enabled; the server verifies the payment. 6. Final Approval: after verified payment, Admin gives final approval. 7. Live: approved campaigns rotate when their target matches the visitor's selected location. 8. Expire: campaign automatically stops after the end date.

Normal flow: NEW email verified → CURRENT/OLD email OTP → successful OLD-email verification completes automatically and remains in History. If OLD email cannot be verified, the user requests Admin Review. A new review is visible to Main Admin and all enabled Sub-Admins until one Sub-Admin accepts it; then it is locked to that Sub-Admin and disappears from other Sub-Admin queues. Main Admin always retains supervisory access. Admin approval still requires final confirmation from the user profile. The same user cannot create a second active request for the same requested email; choosing a different new email cancels the previous unfinished request but preserves it in History.
